Mr. Stubenbort noted that a correction is needed to page 3 of the minutes from the August 17, 2020 council meeting. Motion made by Councilmember Noble to approve the minutes of the August 17, 2020 council meeting with corrections. Seconded by Councilmember Burton. All in favor. Motion carried.

Councilmember Orr questioned why the borough purchased valves for the Sunset Water Project when the cost should have been included in the bid. The additional valves were purchased to increase the size of valve used. Mr.
Stubenbort said the extra valves can be used for other projects and repairs. Motion made by Councilmember Orr to approve the bills. Seconded by Councilmember Lyons. All in favor. Motion carried.

COMMUNITY COMMENTS

LAUGHLIN WATER PROJECT

ADMINISTRATION, FIRE/POLICE, PERSONNEL

WECEMA Coordinator Chuck Kanarr noted a siren test will take place October 15, 2020. Extra PPE supplies are available for municipalities now that flu season is here. Edinboro approved the use of their library van for Emergency Management to use as a mobile command vehicle during disasters. Mr. Kanarr also mentioned this will be the last meeting he will attend. He is retiring on November 6, 2020. Council and all guests present at the meeting thanked Mr. Kanarr for his service and offered congratulations on his retirement.

Dave Hessong, 311 Lake Street, spoke to council concerning the water that collects at the end of his driveway. Mr. Stubenbort said this year a sealcoat was applied to maintain the road, but the next time it will be milled down, allowing more water to empty into the storm drains. Mr. Hessong thanked council.

The Laughlin Water contract was approved at the Lake City Council Meeting and will be revised by their Solicitor, Ed Betza, Esq. The contract is contingent on the subdivision forming an LLC within thirty days. The agreement is for fifteen years and will continue beyond the fifteen years if Lake City does not run a water line within 150′ of the nearest residence. If a line is run, the subdivision will be required to hook up to Lake City water if fifteen years has passed. At this time, Lake City resident Robin Roberts addressed council and introduced John Pilewski as the plumber that has been hired by their Association. He inquired what is needed to get the water project moving on his end. President McNally reminded the Lake City Borough residents that the agreement between Lake City and Girard Borough is complete. Girard Borough will sell bulk water to Lake City. President McNally said Borough Engineer Mark Corey will meet with Mr.
Pilewski to discuss the requirements. The residents of Lake City thanked council for their time.

Councilmember Mitcho thanked the community for supporting Dobler Hose after two successful fundraisers.

MAYOR/POLICE DEPT

RESOLUTION 1-9-2020

Chief Rafferty introduced Steven Matson to council. He is the new full-time police officer for the borough. Mr. Matson thanked council for the career opportunity.

This is a resolution to approve the application for the Erie County CARES Municipal Reimbursement Program. Mr. Stubenbort said the borough has spent
$750.00 for gloves and masks. A file will be kept recording expenses to be reimbursed. Motion made by Councilmember Noble to adopt Resolution 1-9- 2020. Seconded by Councilmember Lyons. All in favor. Motion carried.

The 2021 Police Pension MMO is $170,972.00. The 2021 Non-Uniform Pension MMO is $212.00 and the 2021 Administrative Pension MMO is $11,944.00.
Council is required to adopt the MMO in September. Motion made by Councilmember Burton to adopt the 2021 MMO. Seconded by Councilmember Mitcho. All in favor. Motion carried.

Enclosed is the Budget Adoption Schedule. The workshop meeting is scheduled for November 11, 2020 at 7:00 p.m.

The PSAB Fall Conference will be virtual for 2020. The 2020 Fall Leadership Conference in Gettysburg has been canceled. PSAB will be offering a Fall Conference Experience Online Learning Series October 19-22, 2020.

Mr. Stubenbort requested to council that Halloween take place in the borough on October 315t, 2020 from 6 p.m. to 8 p.m. He is reminding parents and participants to follow CDC health guidelines to prevent the spread of Covid 19. Council agreed.

Waste Management leaf pickup dates are October 15th and 29th; November 12th
and 27th• Only thirty-gallon clear plastic bags will be picked up. Hydrant flushing will take place October 5-23, 2020.
Two Christmas trees have been ordered from Al’s Melons. One is tall (20′} and one is short (10′}. Both trees are white with a yellow star on top.

SUNSET WATER
PROJECT The project is moving along and should be complete by the second week of October. Mr. Stubenbort is requesting council to pay $32,238.00 to McLallen Construction for payment application #1. Motion made by Councilmember Burton to pay $32,238.00 to McLallen Construction. Seconded by Councilmember Noble. All in favor. Motion carried.

SEAL COAT PROJECT Suit-Kote has seal coated almost five miles of roadway on the west side of the borough. County Aid money totaled $9039.00. Liquid Fuels money totaled
$83,298.76. Mr. Stubenbort requests council to pay $92,337.76 for the work done. Motion made by Councilmember Mitcho to pay Suit-Kote $92,337.76. Seconded by Councilmember Burton. All in favor. Motion carried.

BOROUGH POOL Lena Mitcho and a group of volunteers painted the inside of the Pool House on August 29th, 2020. The floor will be painted in the Spring of 2021.
Councilmember Burton would like the borough to send a thank you note.

HEMLOCK & BOOTHBY DRIVE

Lindy Paving has finished paving and completed the ADA sidewalks on Hemlock and Boothby Drive. The ADA Sidewalk Ramps totaled $38,220.00. General Fund money totaled $81,194.00 for a total of $119,414.00. Motion made by Councilmember Orr to pay Lindy Paving $119,414.00. Seconded by Councilmember Lyons. All in favor. Motion carried.

DOWNTOWN GROUP Nine RFP’s have been submitted for the Girard Master Plan and the National Register of Historic Places. Downtown Girard reviewed the proposals and will conduct interviews with five of the companies that submitted RFP’s.

GIRARD HOTEL CORP. The enclosed letter is to verify by motion of Council that Dennis “Buzz” McNally is the President of Girard Borough Council and is authorized to sign the settlement agreement between Girard Borough and the Girard Hotel Corporation. Motion made by Councilmember Lyons to authorize Council President Dennis McNally to sign the settlement agreement between Girard Borough and the Girard Hotel Corporation. Seconded by Councilmember Noble. All in favor. Motion carried. Mr. Stubenbort said all paperwork is signed and the hotel now belongs to the Erie County Land Bank. Councilmember Miller would like to save a pile of bricks from the hotel. Mr. Stubenbort said it is already planned.

MISC. Councilmember Mitcho mentioned Dobler Hose will have a meeting concerning glass recycling. The goal is to have a contract with Waste Management to reduce the tonnage for the Borough.

Mr. Stubenbort said blue recycle bins are ordered and the order will be split with Girard Township to get a price break.

Mr. Stubenbort said the Downtown Girard Group is Incorporated and can now apply for their own grant money.

Conneaut Savings Bank is closing October 7, 2020. The borough accounts will be moved to First National Bank. Northwest Savings Bank in Lake City is closing also, however, the SCP Loan money will stay with Northwest Bank. The McQuillen Suzuki building will be coming down and pavement will take its place.

Councilmember Burton said the sidewalk program will continue next year. Wirtz Alley was cleaned up and is to be used for extra parking. The Clark Auto building on Rice Avenue will have new steel siding instead of being repainted.

Councilmember Miller said eight more planters for Main Street have been ordered. On December 5, 2020 Santa will be in the Community Park in Girard Township. There is an Erie County Boroughs Association meeting scheduled for October 21, 2020 at 6:30 p.m. in Union City at the American Legion. The Erie County Planning Board meeting is to support the Bayfront project. The Chamber Christmas Luncheon will be December 9, 2020 at Noon at the Girard Alliance Church. The Rec Board will resume the walking program and yoga at EVES in January 2021. Councilmember Miller also mentioned that only last names of participants are listed in the minutes of the WECEMA meetings. Councilmember Mitcho said WECEMA is working on the budget and there will be a 3% increase to municipalities.

Meeting adjourned at 8:33 p.m. for a five-minute break before going into executive session.

EXECUTIVE SESSION At 8:37 p.m., President McNally asked for an executive session to discuss personnel and legal matters.

REGULAR MEETING The regular meeting was called back into session at 9:03 p.m.

Public Works Hiring Motion made by Councilmember Mitcho to hire Randell Maloney for the Public Works Department with the condition that he move within a twenty-minute drive to the Girard Borough. If Mr. Maloney turns down the position, then Dylan Fedei can be considered for hiring. Seconded by Councilmember Noble. All in favor. Motion carried.
