MINUTES Motion by Councilmember Drushel to approve the December 15, 2025 council meeting
minutes. Seconded by Councilmember Wright. All in favor. Motion carried.
BILLS Motion by Councilmember Wright to approve payment of the bills. Seconded by
Councilmember R. Orr. President Miller asked ifYCG Incorporated only does calibration for the
Police cars. Chief Raffe1ty said they also calibrate stop watches. She asked about the $539.00 bill
from
W.B. Mason for office supplies. Mr. Stubenbort said this bill is for several products, including
calendars, toilet paper, paper towels, etc., in one order. She also asked if Michael Sultanik is
still our accountant. Mr. Stubenbort said he is. Councilmember Drushel asked if the $12,000.00 bill
from Bentley Tree Service is for all of the trees that need to be taken down. Mr. Stubenbort said
that bill is just for the Fall trees, there is a bid coming up for the Honey Locust trees. The
homeowners will have the option to replace the trees with a tree from the approved list. All in
favor. Motion carried.
COMMUNITY
COMMENTS Joe Mansfield spoke about the different services his business offers, and
his interest in working with Girard Borough. He also spoke about his conversation with our Water
Department and his quote for the 2026 Lead & Copper Project. Councilmember R. Orr asked if Joe could pull out galvanized water lines that go
from the road to houses, without digging up a lawn. Joe said that would be a case-by-case
situation.
COMMITTEES
Councilmember R. Orr spoke about the last EMA meeting, the coordinator said everything was going
well. He also spoke about the America Red Cross installing smoke and CO2 alarms for free.
Councilmember Wright said the West County Paramedics hasn’t had a meeting since the last Council
meeting. The reorganizational meeting will be January 26, 2026. President Miller spoke about the
amendment made to the bylaws regarding the day and time of the West County Paramedics meetings. The
meetings will now be held the same day as the West County Communications Center meetings, but at a
different time. Councilmember Wright will get more information on this.
RESOLUTION
1-1-2026 Resolution 1-1-2026 Council is asked to accept liquid fuels money totaling
$111,130.02 to be used for various road surfacing projects in 2026. The breakdown for the total is
as follows:

Councilmember R. Orr asked if the manholes and catch basins can be raised before the resurfacing.
Mr. Stubenb01t said yes, and asked for a list to be emailed to him. Councilmember Drushel asked if
the
$111,130.02 is a projected number. Mr. Stubenb01t said that’s the money the borough is being given
by the state. Motion by Councilmember Drushel to approve Resolution 1-1-2026. Seconded by
Councilmember Knapp. All in favor. Motion carried.
RESOLUTION
2-1-2026 A resolution of the Borough of Girard, appointing Councilmember Doug Wright as
the Borough’s representative to the West County Paramedics Board and re-appointing Robert
Stubenbort as alternate representative. Motion by Councilmember R. Orr to approve Resolution
2-1-2026.
Seconded by Councilmember Green. All in favor. Motion carried.
PSAB MEETING The PSAB Annual Conference will be held May 31, 2026 through June
3, 2026 in Hershey. The Fall Conference will be in Erie October 9- 11, 2026.
COMMITTEE
MEMBERS The list of Committees was provided in Council’s packets. Included are
the special committees for specific ordinances. President Miller approved the list.

Mr. Stubenbort asked that anyone who has not filled out the State Ethics Forms, please fill them
out and turn them into the Borough office at the earliest possible convenience.
The rates for the Girard Borough Pool should be established so the pool flyers can be made. The
flyer from last year was included in Council’s packets. Rate change possibilities were discussed by
Council. Motion by Councilmember Drushel to approve keeping the same rates as 2025.

The Girard Cross Country Boosters are planning to host the annual Race To Remember SK on Saturday
February 7, 2026. The race starts at 9:30
a.m. at the Girard High School and will be the same route as last year. This race benefits the
Girard Cross Country and Track teams. The Girard Borough will assistance with traffic control and
snow removal.
The conversion kickoff took place the week of January 12, 2026. The new software is scheduled to go
live in June 2026.
Projects for 2025:
• Hathaway water storage paint project. A new safety ladder will also be needed for the storage
unit.
• Lead /Copper Rule and Water Meter Replacement Project.
• Pool marcite liner replacement.
• Locust Tree removal is out for bid
• Wells Park Underground Electric. Councilmember Drushel asked Dennis McDonald to provide him with
an outline of the location of the underground electric.
• Callouts for Lift Stations will cost about a $12,000.00 for Girard Borough. It comes with cell
service for each of the Lift Stations and is good for five years. Mr. Stubenbort explained what the
Lift Stations are and what they do.
• LED Overhead Lights for the Borough Building Garage.
• CDBG Grant ADA Ramp project with 2024 funding.
Three quotes were submitted to perform the hydro excavating for the Lead & Copper verification project.

$85.00 x 262 = $22,270.00, which is below the threshold for formal bidding, and would complete this
part of the project. The Borough would be able to turn a list in to the D.E.P. of all propetiies in
Girard Borough, which would include those needing attention, before the deadline next year. Details of this project were discussed further. Mr. Stubenbort respectfully recommends having Mansfield complete this part of the Lead & Copper Project as the lowest quote. Motion by
Councilmember Drushel to approve the Mansfield quote. Seconded by Councilmember Knapp.
Councilmember Green abstained from voting due to her relationship to Joe Mansfield. All in favor.

DOG KENNEL
The dog kennel at the WWTP needs renovation. Last year we had zero dogs at the kennel overnight.
Most dogs that run away are quickly recovered due to kind people, like the Erie Animal Network and
Girard Police Department, posting on social media. The Dog Warden mentioned that it would be O.K.
if we decide to eliminate the pen. Councilmember Drushel asked how long the dogs stay in the
kennel. Chief Rafferty said the dogs are typically picked up within a few hours, if not the Anna
Shelter will come pick them up. President Miller mentioned the proceeds from Drool at the Pool
currently going to buy food for the dogs. It was suggested that the money be used for dog waste
bags at the dog park. Mr. Stubenbort respectfully recommends to Council that we eliminate the wooden kennel at the WWTP. Council agreed to eliminate the dog kennels.

COUNCIL COMMENTS
The Civil Service Test is scheduled for February 8, 2026.
The HUB/ MRM Trust is our new insurance carrier at a price of
$138,551.00 which includes coverage for A.F. Dobler Hose and Ladder Co. It would cost an additional
$4,870.00 to increase the coverage by another $1,000,000.00, and this can be added at any time.
The backhoe is being repaired. The transmission did not need to be replaced, but the pressure
release valve needs repair. The repair cost is unknown but should be less than replacing the
transmission.
Mayor Burton spoke about the Hagan Hist01y Center’s offer to purchase twelve half barrels to put
sunflowers in downtown Girard along Main Street during the summer. Details about the sunflower
placements were discussed further.
Chief Rafferty spoke about the effectiveness of the new traffic lights during the heavier traffic
flow while Interstate 90 was shut down due to weather. Mayor Burton asked if there are additional
people interested in the Civil Service Test. Chief Rafferty said he has received seven to eight
phone calls regarding the upcoming Civil Service Test.
Councilmember Green asked about details regarding the committees she was assigned to. President
Miller said Councilmembers will be given details of when and where the meetings will be held, as well as any other information needed.
President Miller asked about the arrangements for bringing Dan Rice’s remains back to Girard
Borough. Mayor Burton said there are no updates at this time, but he is working with the borough
council for that area.
President Miller reminded everyone that the Girard Library is having a soup sale. She also reminded
everyone that Dan Rice Days will be July 30u’, 3ist, and August ist, 2026. The Mile-Long Yard Sale
will be the weekend after Dan Rice Days. She spoke about the Downtown Girard grant for A1i in The
Park and said we have met all the requirements and obligations for that grant.

SESSION At 7:05 p.m., President Miller asked for an executive session to discuss
personnel and legal matters.
