Council in regular session was called to order via in person and Zoom Meeting at 7:00 p.m. Alfred Noble, Vice President presiding.

Motion made by Councilmember Mitcho to approve the minutes from the December 20, 2021, January 3, 2022 and January 10, 2022 council meetings. Seconded by Councilmember Orr. All in favor. Motion carried.
Councilmember Orr asked if the Legion paid for the new parking lot lights installed by the Public Works Department. Councilmember Noble said they will when they receive a bill. Motion made by Councilmember Mitcho to approve the bills. Seconded by Councilmember Orr. All in favor. Motion carried.
Councilmember Miller asked about the vinyl decals from Faulkner’s. The decals are for the Street Sweeper and newest truck #7.
Shirley Hall mentioned that it would be nice to have flashing signs with the speed of the car displayed. These signs could be on Main Street. Mrs. Hall sees the cars moving quickly on Main Street even though the speed limit is posted.

FIRE/POLICE
PERSONNEL Councilmember Mitcho reported that the ambulance belonging to A.F. Dobler Hose is still out of commission and is waiting for a fuel pump from Texas. Five new EMTs are in the pipeline for training and the cost is $700.00 each.
MAYOR/POLICE Chief Rafferty said that part time officer Earl Cook is currently in training. The new 2022 Police Interceptor will begin the upfit process on January 18, 2022. Councilmember Simonelli asked Chief Rafferty if the cars on the street overnight on Myrtle Street were issued a ticket. Chief Rafferty said he would check to see if any tickets were issued for Myrtle Street.
MANAGERS REPORT
POLICE RESIGNATION Officer Jeffery Parker turned in his resignation as of February 16, 2022.
Motion made by Councilmember Mitcho to accept the resignation of Officer Jeffery Parker on February 16, 2022. Seconded by Councilmember Miller. All in favor. Motion carried.
POLICE HIRING The Chief of Police has requested hiring one more part time officer to replace officer Parker. Motion made by Councilmember Mitcho to hire a part time officer to replace Officer Parker. Seconded by Councilmember Simonelli. All in favor. Motion carried.
RESOLUTION
1-1-2022 This resolution will mark the appointment to the open council seat. Motion made by Councilmember Mitcho to hire appoint Doug Wright to the open Council. Seconded by Councilmember Miller. Voting in favor are Councilmembers Mitcho, Miller and Simonelli. Voting against is Councilmember Orr. Motion Carried.
STATE ETHICS
FORMS The Borough Manager reminded the Council to please turn in the State Ethics Form to the borough office.
GIRARD HOTEL The right of way information from PENNDOT has been turned over to Mike Sanford Surveyors and the survey with the right of way information should be ready by the end of January.
OFFICE RESTROOMS The Public Works Department will remodel the restrooms in the borough building as time allows. Plans will be made, and orders placed for materials before work begins.
GIRARD POOL The rates for the Girard Borough Pool should be established so the pool flyers can be made. Motion made by Councilmember Simonelli to keep the prices for the pool the same as last year. Seconded by Councilmember Mitcho. All in favor. Motion carried. The Mayor said that he could have a new pool flyer made.
AMP R.I.C.E. On January 25, 2022 the diesel generation units located at the Public Works area will be integrated into our power system. Work will begin at 9:00 AM and should finish by 1:00 PM. No disruption of power is anticipated but the public has been notified that a power outage is possible.
MISC. Councilmember Noble would like the borough to apply for a Keystone Grant to have the Civil War Monument repaired and restored. Councilmember Miller said that she would check with Melinda Meyer the county grant writer.
Councilmember Miller mentioned that the marble statue of Dan Rice’s 6-month old daughter that passed away was being replaced with a granite statue and that the Hazel Kibler museum was funding the project. The marble statue of baby Lottie was beyond restoration.
Meeting adjourned at 7:46 p.m. for a five-minute break before going into executive session.
EXECUTIVE SESSION
REGULAR MEETING
At 7:51 p.m., Vice President Noble asked for an executive session to discuss personnel and legal matters.
The regular meeting was called back into session at 8:10 p.m. No other issues were discussed.
ADJOURN Motion by Councilmember Orr and seconded by Councilmember Simonelli to adjourn at 8:10 p.m. All in favor.
